Sir:-

I am directed by the Marquess of Lansdowne to acknowledge the receipt of your letter of the 25th instant, on the subject of the murder of Yeung Kwai Wan at Hongkong.

I am, in reply, to state, for the information of Mr. Secretary Chamberlain, that, in view of the letter from this Office of the 19th instant, His Lordship does not consider it desirable that the instructions suggested in paragraph 3 of the Colonial Office letter of July 31st, which have reference to the proposed application for extradition, should be given to the Governor of Hongkong.

Lord Lansdowne concurs in Mr. Chamberlain's proposal to approve the Governor's action in refusing to accept a visit from the retiring Acting Viceroy of Canton, and to authorize him to return the visit.
